Paul Larsen is a shareholder in the Gaming and Regulatory Law Department at Lionel Sawyer & Collins. He practices primarily in the areas of administrative law & government regulation, including land use and zoning, privileged business (e.g., liquor and gaming) licensing, sales and use taxation, transportation, franchises, and election finance. In addition, he has practiced before the Public Utilities Commission, the State Department of Taxation, as well as various city and county governing boards and state agencies. He is registered as a lobbyist in all the municipal governments of Southern Nevada, and has also served as a lobbyist before the Nevada State Legislature.
Mr. Larsen has obtained approvals for commercial developments, residential subdivisions, and major casino resort projects, including The Venetian Casino & Resort and the Cosmopolitan Hotel. Mr. Larsen has also won several court victories on First Amendment issues, such as high profile cases concerning individuals' use of private and public forums (e.g., temporary body art & text on boxers in the Ring) for free speech.
Mr. Larsen has taught classes at the University of Nevada, Las Vegas (UNLV), University of Nevada (UNR), and the College of Southern Nevada (CSN) on cash transaction reporting and money laundering regulations for casinos. He is also a frequent speaker on land use and zoning issues, and was managing editor of the Nevada Environmental Law Handbook and a contributing author to the Nevada Gaming Law Handbook.
Mr. Larsen is/has been listed in The Best Lawyers in America for Franchise Law and Real Estate (Zoning) Law; in Chambers USA for Gaming & Licensing Law and Land Use & Zoning Law; and in Nevada Super Lawyers for Administrative Law & Government Relations.
